Order can overcome chaos because order can accumulate while chaos can only destroy what is ordered. Order can work in chaos to bring forth form from the chaos, but chaos on chaos means nothing more than chaos. When twin winds of order and chaos are released through the formlessness of the void, then the wind of order will gradually predominate over the wind of chaos. Although some gust of chaos might break down any given order, the wind of chaos cannot be exactly matched to counter the wind of order, since that would require ordering the wind of chaos. The winds of order and chaos arise from the empty void because there is nothing in the void to prevent these winds from blowing.
